What Venues Does the Law Cover?
The law applies to:
- Medium-sized venues where 200 or more people may gather – such places must have basic safety and response plans.
- Larger venues and events with 800 or more people – they will need to take extra steps like using CCTV cameras, conducting bag checks, and possibly vehicle screenings, depending on what is appropriate for the location.
This includes places like sports stadiums, concert halls, shopping centres, and other crowded public spaces.
The Story Behind the Law
Martyn Hett lost his life in the Manchester Arena attack in May 2017, along with 21 other innocent people. Since then, his mother, Figen Murray, has worked hard to make sure something like this never happens again.
She has spent the last six years campaigning for this law. Her dedication inspired the government to act. The Prime Minister invited her to 10 Downing Street to thank her personally and honour her efforts in turning personal tragedy into meaningful change.
Government and Public Support
The UK Prime Minister, Keir Starmer, said that this law will help keep people safe and allow them to enjoy public events with peace of mind. He praised Figen Murray for her courage and determination.
Home Secretary Yvette Cooper and Security Minister Dan Jarvis both said Martyn’s Law is a major step in protecting people and making public safety stronger. The law also supports the UK government’s wider goal – the Plan for Change – which focuses on improving national security.
Helping Venues Prepare
The government and organisations like the Security Industry Authority (SIA) and the Sports Grounds Safety Authority (SGSA) are offering support and guidance to help venues follow the law.
There will be a 24-month preparation period for businesses and venue operators. This gives them enough time to understand the law, update their security measures, and train staff.
